René Rouleau

René Rouleau is renowned in his field for his solid management skills. He has a Masters Degree in Public Administration from the ENAP, Quebec's national public administration school, in partnership with the ENA in Paris, its French counterpart. Since the late 1980s, he has held a number of senior management positions, notably with the Quebec ministry of health and social services and The Secrétariat du Conseil du trésor.

Prior to being appointed Chairman of the Board and Chief Executive Officer of La Capitale in January 2009, he was General Manager of Quebec City's university hospital, a position he held since 2003. Mr. Rouleau's commitment to various social and community organizations based on mutual aid has given him great insight into the issues surrounding mutualist values which guide La Capitale Civil Service Mutual management and employees.
